A European gift wholesaler placed a modest first order of handmade Vietnamese quilling cards, sold through for two seasons, then landed a listing with a regional department store chain. The chain sent a vendor onboarding pack. Somewhere on page eleven it asked for a material declaration covering inks, dyes and adhesives, a statement on substances of very high concern, the name of the responsible person inside the European Union, and traceability back to the paper mill. The wholesaler forwarded it to the workshop and got back a photograph of the artisans at work and a friendly message saying the cards were handmade from good quality paper. That is true, and it is worth nothing to a compliance officer.
The order did not fail on quality. It failed on evidence. Nobody had asked the questions at sampling stage, so nobody had collected the answers, and reconstructing them eighteen months later across three paper suppliers and two adhesive brands proved impossible. The listing went to a competitor whose supplier had the file ready.
This is the least glamorous part of sourcing handmade paper products and the one that most often decides whether you graduate from independent retail into chain retail, corporate gifting or museum and gallery programmes. What follows is the compliance picture for Vietnamese quilling and pop up cards as it stands in 2026, what genuinely applies to a greeting card, what does not, and the evidence pack to build while the range is still on the sampling bench.
A Greeting Card Is a Consumer Product, Not an Unregulated One

Buyers new to the category often assume that because a card is not food contact, not electrical and not a toy, it sits outside product regulation entirely. It does not. It is a consumer product placed on a market, and general product safety rules apply to consumer products as a class, not only to the obviously hazardous ones.
In the European Union, the General Product Safety Regulation has applied since December 2024. It is not a chemical standard and it sets no test method for paper. What it does is impose obligations that many small importers had never previously faced: a named economic operator established in the Union who is responsible for the product, traceability information on or with the product, technical documentation held and produceable on request, and a duty to assess risk before placing goods on the market. A handmade card with no identified manufacturer, no batch reference and no file behind it does not meet that bar, however charming it is.
Great Britain sits outside that regulation and runs its own general product safety regime, while Northern Ireland follows the Union rules. Gulf markets apply their own conformity frameworks, and while decorative stationery is generally outside the scope of the mandatory certification schemes that cover electricals and toys, importers there increasingly ask for the same material declarations because their own retail customers do. Across Asia the picture varies widely by market, but the direction is consistent. The paperwork burden on ordinary consumer goods is rising, not falling.
The practical consequence for you as a buyer is simple. Compliance evidence is cheap to collect at sampling stage and expensive to reconstruct afterwards. Everything below is easier to obtain before the first purchase order than after the third reorder.
Chemicals: The Inks, Dyes and Adhesives Nobody Documents
A quilling card looks like one material and is usually four or five. The base card stock, the coloured quilling strips, the adhesive holding the coils, any metallic foil or pearlescent coating, and frequently a printed or embossed element. Each is a separate chemical input with a separate supply chain, and the workshop rarely thinks of them that way.
Under the European chemicals regulation known as REACH, the obligation that reaches a greeting card most directly concerns substances of very high concern. Where such a substance is present in an article above a threshold by weight, information duties are triggered along the supply chain. The candidate list is updated twice a year and now runs to more than two hundred and forty entries, which is why a declaration signed in 2023 is not evidence in 2026. Separately, the restriction annex sets hard limits on specific substances in specific applications, including heavy metals and certain colourant chemistries, and those limits do reach coloured paper and coated surfaces.
What this means in ordinary purchasing language is that you need three things from the factory, and only the factory can get them.
- A full bill of materials for each design, naming every paper grade, adhesive, coating and decorative component by supplier and product code, not by generic description
- A current safety data sheet or technical data sheet from each upstream supplier for the adhesives and coatings, plus a written declaration from the paper mill on the colourants used
- A dated declaration of conformity against the current candidate list, signed by the factory, refreshed at least annually and re-issued whenever a material changes
Third party laboratory testing is the next step up, and it is worth understanding when it is genuinely needed. For a plain paper card with water based adhesive and mill dyed strips, supplier declarations plus a bill of materials are usually accepted. Once you add metallic foil, glitter, pearlescent coating, ribbon, adhesive gemstones or any painted element, a laboratory report on the migration of certain elements from those specific components becomes a reasonable request, and a retail chain will very likely insist on one. Testing is priced per component and per element group, so the cost is driven by how many different decorative materials your range uses, not by how many designs you buy.
This is the single strongest argument for material discipline across a collection. A range of twenty designs built from one card stock, one adhesive and six strip colours can be evidenced with one test campaign. The same twenty designs built from whatever looked right on the day can require a dozen. That decision is made at the sampling bench, which is why the compliance conversation belongs in your sampling and golden sample process rather than in a panic before shipment.
When a Card Stops Being a Card and Becomes a Toy
This is the boundary that catches buyers out, and it is drawn by intent and marketing at least as much as by the object itself.
A greeting card sold as a greeting card, for an adult to buy and an adult to receive, is not a toy and the toy safety rules do not apply. Change any of three things and the position can shift. If the card is marketed for children, if it is packaged or merchandised in a way that presents it as something for a child to play with, or if it is sold as a kit with loose paper strips and a quilling tool for the recipient to assemble, you are in a different regulatory conversation. Pop up cards with moving tabs and pull mechanisms, sold in a children’s range, sit uncomfortably close to that line.
Where the toy regime does apply in the European Union, two families of requirements matter. The mechanical and physical requirements deal with small parts, sharp points and detachment under stress, and the chemical requirements set migration limits for a list of elements from accessible materials, with different limits for dry brittle powdery material, liquid or sticky material, and scraped off surface coatings. Paper and coated paper fall in the categories with the tightest limits, which is why glitter and metallic finishes attract the most attention.
Even where the toy rules do not apply, general product safety still requires a risk assessment. Small detachable embellishments on a card that a chain intends to display at child height are a foreseeable hazard whether or not the product is legally a toy. The sensible response is not to abandon embellishment but to decide, design by design, whether a component can detach under reasonable handling, and to fix the ones that can with construction changes rather than warning labels.
Our standing recommendation to buyers is to write the product positioning into the specification in plain words. If the range is for adults, say so on the specification sheet and keep the artwork, packaging and copy consistent with that. Ambiguity is what creates the compliance exposure, not the paper.
Paper Sourcing, FSC and Claims You Can Honestly Print
Sustainability claims on a handmade paper product are commercially valuable and legally hazardous in roughly equal measure, because the rules on unsubstantiated environmental claims have tightened considerably while the temptation to print a leaf icon has not.
The most misunderstood point concerns forest certification. A factory cannot print a certification logo on a card simply because it bought certified paper. Making an on product claim requires chain of custody certification held by every organisation that takes legal ownership of the material along the chain, including the card workshop itself, together with a valid licence code. A workshop that holds no chain of custody certificate can buy certified stock, can tell you truthfully that it did, and can supply the mill invoices to prove it, but cannot label the finished card as certified. Both positions are legitimate. Confusing them is what creates a false claim.
Recycled content claims work similarly. A percentage on a pack needs a basis, and the basis is mill documentation stating post consumer and pre consumer content by weight. Handmade cards frequently mix a recycled base board with virgin coloured strips, so a blanket claim across the finished article is usually wrong even when the intent is honest. Declare the component, not the card.

The practical overlap with cards is that both regimes are satisfied by the same underlying discipline, which is knowing your mill, keeping the invoices, and being able to walk a document trail backwards from a finished card to a paper purchase.
Packaging is the part buyers most often forget. Cello sleeves, backer boards, envelopes and display cartons are all packaging in their own right, and European packaging rules are moving toward recyclability requirements, minimisation of empty space and restrictions on certain substances in packaging materials, with obligations phasing in through 2026 and beyond. If you are building a range now that you expect to sell for three seasons, specify the sleeve material deliberately rather than accepting whatever the workshop has in stock, and keep the specification on file with everything else.
The Components That Cause Most Failures
Across handmade paper product programmes, compliance problems cluster in a small number of materials. Knowing which ones lets you design the risk out before it costs anything.
- Loose glitter. The highest risk decorative material by a wide margin. It is a plastic or metallised film in most cases, it sheds, it triggers microplastic scrutiny in several markets, and it complicates recyclability claims on the finished card. Substituting mica free paper texture, embossing or a matte metallic paper strip removes an entire category of questions.
- Metallic foil and pearlescent coatings. Manageable, but they are the components most likely to need element migration testing. Standardise on one foil supplier across the whole range.
- Adhesive gemstones, beads and sequins. Small parts risk plus chemical risk plus a detachment failure mode in transit. If the design genuinely needs them, specify the bond strength and test it, do not assume it.
- Ribbon and cord. Textile components bring their own colourant restrictions and, on longer lengths, an entanglement consideration in children’s ranges.
- Solvent based adhesives. Rare in Vietnamese quilling workshops, which mostly use water based PVA, but worth confirming in writing rather than assuming. Residual odour in a sealed carton after six weeks at sea is a quality complaint as well as a chemical question.
None of this argues for plain cards. It argues for choosing your decorative vocabulary once, across the collection, and then keeping it stable. The same logic that keeps your quality control specification manageable keeps your compliance file manageable, because both are built on the same material list.
The Evidence Pack, Item by Item
Here is what a complete file looks like for a quilling card range. Not every buyer needs all of it, but every buyer should know which items they are choosing to skip and why.
- Bill of materials per design. Every input named by supplier and product code, with weight or coverage. This is the spine of the whole file and nothing else can be verified without it.
- Supplier declarations and data sheets. From the paper mill, the adhesive maker and the supplier of any coating or decorative component, dated and current.
- Factory declaration of conformity. A signed statement against the chemical requirements of your destination market, referencing the candidate list version used, refreshed annually.
- Laboratory test reports. Where decorative components warrant them, covering element migration on the specific components rather than a vague whole product report.
- Paper origin documentation. Mill name, purchase invoices, certification claim and licence code where one applies, recycled content statement where claimed.
- Risk assessment record. A short written assessment of foreseeable hazards for the range, including small parts, edges and intended user. Two pages is normally enough and its absence is conspicuous.
- Traceability and labelling plan. Batch or production code, manufacturer identification, importer identification, and how each appears on the product or its packaging.
- Packaging specification. Sleeve, backer, envelope and carton materials with recyclability position.

- Approved sample and specification sheet. The controlled reference that every other document describes, sealed and dated.
Assembled at sampling stage, this file costs a handful of hours and, where testing is warranted, a defined and modest laboratory spend. Assembled under pressure after a retailer requests it, the same file can take a quarter and may be impossible where materials have already changed between production runs.
Writing Compliance Into the Purchase Order
Good intentions do not survive a busy production season. Obligations do, if they are written down and tied to money.
- A material change clause. No substitution of paper grade, adhesive, coating or decorative component without written approval, with a fresh declaration required on any approved change. This one clause prevents most compliance drift.
- Documents as a delivery condition. The current declaration set travels with the shipping documents. Missing paperwork is treated as an incomplete delivery, not as an administrative afterthought.
- Annual refresh. Declarations re-issued each year against the then current requirements, scheduled rather than requested.
- Retention and audit access. The factory keeps the underlying invoices and batch records for a defined period and makes them available on request, including to your customer’s auditor.
- Test cost allocation. Agree in advance who pays for initial testing and who pays for retesting after a factory initiated material change. The answers should be different.
These clauses cost nothing at order stage and they change the supplier’s behaviour, which is the entire point. They also feed directly into the unit price conversation, because a factory that maintains a documented material list and a stable bill of materials is running a more disciplined operation, and that discipline shows up in the cost structure behind the quotation as well as in the file.
Checklist Before You Confirm a Range
- Destination markets named, and the applicable general product safety and chemical requirements identified for each
- Product positioning fixed in writing as adult or children’s, with artwork, copy and packaging consistent with it
- Decorative vocabulary standardised across the collection, with glitter and loose embellishment consciously included or excluded
- Bill of materials received for every design, naming suppliers and product codes
- Paper mill identified, invoices retained, certification and recycled content position settled before any claim is printed
- Laboratory testing scoped by component, quoted, and allocated between buyer and supplier
- Responsible person or importer identification resolved for each market, with labelling designed to carry it
- Batch coding method agreed so a future issue can be traced to a production run
- Material change clause, document delivery condition and annual refresh written into the purchase order
- Packaging materials specified rather than left to the workshop’s current stock

Do handmade greeting cards really need compliance documentation?
They need it in the sense that consumer product obligations apply to them and that professional buyers increasingly ask for it. Independent retail may never request a single document. Chain retail, corporate gifting programmes, museum shops and any buyer with an internal compliance function will request all of it, and the request usually arrives at the moment the opportunity is largest.
How much does laboratory testing for a card range cost?
It is priced per material and per element group rather than per design, so the driver is how many distinct decorative components the range uses. A disciplined collection built on one card stock, one adhesive and a standard strip palette is inexpensive to evidence. A range with six different foils, glitter and assorted embellishments can cost several times more for no additional commercial benefit. Scope the materials before you ask for a quotation.
Can the factory print a forest certification logo on my cards?
Only if the factory itself holds valid chain of custody certification and an issued licence code, and only under the rules of that scheme. Buying certified paper is not sufficient for an on product claim. A workshop without chain of custody can still document the mill and supply invoices, which supports a factual statement about sourcing without a certification mark.
Are pop up cards treated differently from flat quilling cards?
Chemically, no. Mechanically, sometimes. Moving tabs, pull mechanisms and layered constructions introduce pinch points and detachment modes that a flat card does not have, and they are more likely to be perceived as play features if the range is aimed at children. Assess them design by design rather than applying a blanket position to the category.
Who is legally responsible if a product turns out to be non compliant?
In most import markets the primary obligation sits with the importer or the economic operator who places the goods on that market, not with the overseas manufacturer. That is exactly why the contractual clauses matter. They are how you convert a legal exposure you cannot avoid into a commercial recourse you can enforce.
