A gift retailer in Kuala Lumpur ordered 8,400 handmade quilling cards for a Lunar New Year programme. The artwork was approved, the colourfastness testing was clean, and the pre-shipment photographs showed rows of beautiful cards. Six weeks later the buyer opened the cartons and found that roughly one card in nine had a flattened petal, a lifted coil or a faint dark line where the card face had pressed against the sleeve. Nothing was broken. Everything was slightly wrong. The retailer could not put those cards on a shelf at a premium price point, and the supplier could not understand the complaint because the cards had left the workshop perfect.
That is the defining commercial problem with handmade paper quilling cards. Unlike a flat printed greeting card, a quilling card is a three-dimensional object built from rolled paper strips standing on edge, held by a thin line of adhesive. It has height, it has voids, and it is made of a material that changes shape with humidity. The card does not fail because the artisan was careless. It fails in the 45 days between the packing bench and the shelf, and almost all of that failure is designed in or out at the packaging stage. This guide sets out exactly what to specify, layer by layer, and what to write into a purchase order so that the cards a buyer inspects in Vietnam are the cards that arrive.

Why Quilling Cards Behave Differently From Flat Printed Cards
A conventional greeting card is a two-dimensional printed product. Stack a thousand of them, band them, and they protect one another: the load is distributed evenly across the full face of every card, and paper in compression against paper is stable. The economics of card packaging worldwide are built on that assumption, which is why standard greeting card cartons are shallow, heavily stacked and lightly protected.
A quilling card breaks every part of that assumption. The decorative element typically stands 4 to 12 millimetres proud of the card face, and it stands on perhaps 15 to 20 per cent of the surface area. Any compressive load applied to the stack is therefore concentrated on the raised design rather than spread across the card. Add to that a construction of lightweight quilling paper strips, usually 120 to 160 gsm and 3 to 5 millimetres wide, that are hygroscopic and glued with a water-based adhesive, and the product becomes sensitive to three separate transit forces at once.
Buyers who treat quilling cards as a subset of the greeting card category, and who accept a supplier’s standard card packing, are the buyers who file claims. Buyers who treat them as a fragile handcrafted giftware item, closer to a ceramic ornament than to a printed card, are the buyers whose containers arrive clean.
The Three Failure Modes, and What Each One Looks Like
Crush and compression
This is the dominant failure mode and the most expensive, because it is rarely visible in a photograph. Compression flattens a rolled coil by one or two millimetres, loosens the tension in a scroll, or tips a standing element out of plane. The card is intact but the design has lost its depth, which is the entire value proposition of the product. Compression comes from three sources: stacking height inside the inner carton, master cartons stacked too high in the container, and the sudden dynamic loads of forklift handling and road transport, which can briefly reach several times the static load.
Humidity, curl and adhesive softening
Paper quilling is an assembly of thin paper elements under tension. When relative humidity rises, the strips absorb moisture, expand across the grain and relax. Coils loosen, the card base curls, and water-based adhesive softens. A container crossing the equator can hold 85 to 95 per cent relative humidity for days at a time, with internal temperatures well above 50 degrees Celsius during the day and condensation forming on the roof at night. The classic symptom on arrival is a batch where the cards are subtly domed and the coils have lost their crispness, and the classic misdiagnosis is that the factory used the wrong glue.
Abrasion, shedding and colour transfer
The cut edge of a quilling strip carries loose fibre and, on deeply dyed papers, unbound pigment. Under vibration, a card that moves against a sleeve or against another card will shed fibre onto the white base and, on strong colours such as crimson, cobalt and fuchsia, leave a faint transfer mark. This is not a colourfastness problem in the usual sense and it will not be caught by a wet or dry rub test on a flat sample. It is a movement problem, and the fix is mechanical restraint rather than a change of paper.
The Unit-Level Protection Stack
Everything downstream is easier if the individual card is packed correctly. A well-specified unit pack costs somewhere between four and eleven US cents depending on materials and market, and it is almost always cheaper than the claim rate it prevents.
The cello sleeve
Specify an OPP or BOPP sleeve rather than a thin PP bag, with a wall thickness of 30 to 40 microns. Below 30 microns the sleeve deforms rather than supporting the card; above 45 microns it becomes stiff enough to scuff the raised design during insertion. The internal dimensions matter more than the material: the sleeve should be 3 to 5 millimetres wider and 5 to 8 millimetres taller than the card plus backing board, which is enough to insert the card without dragging the design against the film, and tight enough that the card cannot rotate in transit. Ask for a resealable adhesive lip on the back panel rather than the front, and require a suffocation warning printed on the sleeve for any market that mandates it.
Buyers selling into markets with plastic packaging restrictions should ask about compostable or recycled-content sleeve alternatives at the quotation stage, not after the range is approved, because the dimensional and stiffness behaviour of those films is different and the packing line has to be re-set.
The backing board
This is the single highest-value item in the stack and the one most often omitted to save two cents. A 350 to 400 gsm greyboard or white-lined chipboard behind the card converts a flexible object into a rigid one, prevents the card base from curling under humidity, and gives the cello sleeve something to hold the design away from. Cut it 1 to 2 millimetres smaller than the card on every edge so it does not show at the front. On premium lines, specify a white-lined board so that the reverse of the pack looks intentional.
The envelope and the void
Where the card ships with an envelope, do not place the envelope loose behind the card inside the sleeve, because it slides and abrades. Either tuck it behind the backing board, or specify a separate envelope pack. The more important question is the void above the design. On cards where the raised element exceeds roughly 8 millimetres, a plain sleeve is not enough, because the next card in the stack rests directly on the design. Those items need either a foam or corrugated spacer between cards or a rigid presentation box.
Rigid retail boxes for premium and corporate lines
For cards retailing above roughly eight US dollars, and for corporate gifting programmes, a rigid two-piece box or a kraft slipcase with a die-cut insert transforms both the protection and the perceived value. The insert should support the card at its edges so that nothing touches the raised design, and the box depth should leave 3 to 5 millimetres of clearance above the highest point. This is also the format that survives e-commerce single-parcel shipping, which no sleeve-only pack does reliably.
Inner Cartons: The Layer Most Buyers Never Specify
Between the unit pack and the master carton there should be an inner carton, and this is where most quilling card programmes quietly go wrong. A sensible inner carton holds 12, 24 or 25 cards depending on the design, is constructed from B-flute or E-flute corrugated, and packs the cards standing on edge rather than lying flat.
Standing on edge is the important instruction. When cards lie flat, every card carries the weight of everything above it, applied directly to the raised design. When cards stand on edge, the load passes through the strongest axis of the card and backing board, the design faces sideways, and the effective compressive stress on any single coil drops by an order of magnitude. It costs nothing to change and it eliminates most crush claims on its own.
- Inner carton: B-flute or E-flute, 12 to 25 cards standing on edge, with a snug fit so that cards cannot topple into a wedge
- A rigid corrugated divider every 6 to 12 cards, and a filler pad at the end of the row so that the last card is restrained
- No inner carton to exceed roughly 1.2 kilograms, so that a picker can handle it single-handed without dropping it
- Inner carton marked with the SKU, design code, quantity and production date so that a claim can be traced to a batch
Master Carton Construction, Stacking and Marking
The master carton is a structural component, not a shipping container. For quilling cards, specify a 5-ply corrugated master carton with an edge crush test value of at least 32 pounds per inch, and hold the gross weight to 12 to 15 kilograms. Lighter cartons with higher ECT outperform heavier cartons with lower ECT, because the failure that matters is column collapse under stack load in a humid container, and corrugated loses 30 to 50 per cent of its compression strength at high relative humidity.
- 5-ply corrugated, ECT 32 or higher, with a moisture-resistant liner on the outer face
- Maximum gross weight 12 to 15 kilograms; maximum stacking height stated on the carton and enforced in the loading plan
- A corrugated top pad and bottom pad inside the master carton so that the inner cartons never bear directly against the flaps
- THIS SIDE UP, FRAGILE, DO NOT DOUBLE STACK and KEEP DRY marks printed, not stickered, on at least two adjacent faces
- Carton dimensions chosen against the pallet footprint you actually use, so that no carton overhangs and every carton is supported
Humidity Control Inside the Container
Quilling cards travelling from Ho Chi Minh City or Hai Phong will cross some of the most humid sea routes in the world. Container humidity control is therefore not optional, and it is inexpensive relative to cargo value.
Specify container desiccant at a rate appropriate to the transit time and route, typically 6 to 10 hanging desiccant bags of 1 kilogram each for a 20ft container on a four to six week routing, more for a longer transit or a winter northern-hemisphere arrival where condensation risk is highest. Add a single-use humidity indicator card inside two or three master cartons so that on arrival the buyer has evidence of what the cargo actually experienced rather than an argument about it. Require a kraft or polyethylene container liner on the floor, and require that cartons are not loaded directly against the container walls or doors, where condensation runs down.
The other half of humidity control happens before the container. Cards should be conditioned and packed in a workshop area held at a stable relative humidity, and sleeved cards should not sit unpacked in a hot yard waiting for a truck. A card sealed into a sleeve at 80 per cent relative humidity carries that moisture with it for the entire voyage.
Air Versus Sea: When the Freight Premium Pays for Itself
Quilling cards have an unusually high value-to-weight ratio, which changes the freight arithmetic compared with most Vietnamese export categories. A master carton of 600 cards might weigh 13 kilograms and carry an FOB value of several thousand US dollars. At that ratio, air freight can add well under five per cent to landed cost, and for seasonal ranges with a hard on-shelf date it is frequently the correct commercial decision.
The practical rule most buyers converge on is that core, year-round designs move by sea on a planned calendar, while seasonal launches, top-up orders inside eight weeks of the selling window, and first production of a new design move by air. Note that air freight does not remove the need for the packaging specification above. Air cargo sees more handling events, more individual parcel drops and more rapid pressure and humidity changes than sea, and unprotected cards fail on aircraft just as readily.
Writing Packaging Into the Purchase Order
A packaging specification that lives in an email thread is not a specification. Every clause below should appear in the purchase order or in a packaging annex referenced by it, with a named responsible party and a consequence for deviation.
- Unit pack: sleeve material and micron thickness, sleeve internal dimensions, backing board gsm and dimensions, envelope placement, and whether a spacer is required
- Inner carton: flute, quantity per carton, orientation of cards, divider frequency, maximum weight and required markings
- Master carton: ply, ECT value, external dimensions, quantity per carton, maximum gross weight, maximum stack height and printed markings
- Container: liner, desiccant quantity and type, humidity indicator cards, loading pattern and clearance from walls and doors
- Conditioning: the relative humidity range in which cards are sleeved, and the maximum time between sealing and stuffing
- Approval: a packed golden sample, sealed and signed by both parties, held at the factory and at the buyer’s office
- Deviation: the supplier may not substitute any packaging material without written approval, and any deviation found at pre-shipment inspection is a hold rather than a note
The packed golden sample is the clause that does the most work. Photographs of packaging are almost useless because they cannot show fit or stiffness. A physically sealed reference pack settles nearly every subsequent dispute in minutes.
Testing: Drop, Compression and Vibration
A buyer does not need a laboratory to run a meaningful transit test. Three simple checks on a fully packed master carton, run once when the packaging is approved and again at any change of material or supplier, will catch the vast majority of problems.
- Drop test: drop a fully packed master carton from 80 to 100 centimetres onto one corner, one edge and one face, then open it and inspect every card. Any flattened coil or lifted element means the internal structure is inadequate
- Compression test: stack the equivalent of the intended container stack height on a single carton for 24 hours in a warm, humid room, then inspect. This is the test that exposes under-specified corrugated
- Vibration and abrasion test: secure a packed inner carton to a running vehicle for a two-hour road trip, then inspect the card faces for fibre shed and colour transfer

Worked Example: Two Quotes, Same Card, Different Landed Cost
Consider two suppliers quoting the same 15 by 15 centimetre floral quilling card for a 10,000-piece order into the Gulf. Supplier A quotes 1.62 US dollars FOB with a standard sleeve, no backing board, cards packed flat, 3-ply master cartons and no desiccant. Supplier B quotes 1.71 US dollars FOB with a 35 micron sleeve, a 350 gsm backing board, cards on edge in E-flute inner cartons, 5-ply ECT 32 masters, container liner and desiccant. The nine cent difference reads like a nine cent difference.
It is not. On a typical Gulf routing, a programme packed to Supplier A’s standard will commonly see a 6 to 12 per cent unsaleable rate on arrival, most of it in flattened designs rather than obvious breakage. At 8 per cent, the effective cost per saleable card from Supplier A is about 1.76 dollars before any allowance for the retailer’s own complaint handling, the replacement air freight, or the shelf space that sat empty during the peak week. Supplier B, at a 1 per cent loss rate, lands at about 1.73 dollars per saleable card with the range intact and on time. The cheaper quote is the more expensive card, and the gap widens on every seasonal programme where a missed window cannot be recovered.
Retail-Ready Presentation Without Adding Freight
The packaging conversation is also a merchandising conversation. Buyers increasingly ask Vietnamese suppliers to ship in formats that go straight from carton to fixture, which removes labour at the destination and improves the first week of sell-through. Three formats work well for quilling cards and add very little to the cube.
- Counter display units: a die-cut corrugated tray holding 24 to 36 cards standing on edge, shipped inside the master carton and lifted straight onto a counter
- Pre-priced and pre-barcoded sleeves, applied at the factory to the sleeve rather than the card, so that the retailer opens and fills without touching the product
- Assorted inner cartons: a mixed inner of six designs rather than single-design cartons, which lets smaller accounts buy a full range without buying deep on any one design

Frequently Asked Questions
How much does a properly specified packaging stack add to the FOB price of a quilling card?
For a standard 15 by 15 centimetre card, expect four to eleven US cents per unit for the sleeve, backing board and improved inner and master cartons combined, plus roughly 25 to 60 US dollars per container for liner, desiccant and humidity indicators. On a card with an FOB price above 1.50 dollars that is under seven per cent, and it is recovered many times over in avoided claims and replacement freight.
Do cards really need to be packed standing on edge?
For any design with a raised element above about four millimetres, yes. It is the highest-impact and lowest-cost single change available. Cards packed flat concentrate the entire stack load onto the small footprint of the raised design; cards packed on edge transfer the load through the card and backing board. If a supplier resists, the usual reason is that their existing inner carton dimensions were chosen for flat packing, which is a tooling and specification issue rather than a cost issue.
Is a backing board necessary if the card already ships in a rigid retail box?
It is still recommended, but for a different reason. Inside a rigid box the board is no longer the primary structural element; it is a humidity stabiliser that keeps the card base flat through a long transit and a warehouse dwell. On premium lines it also improves the tactile impression when the customer lifts the card out of the box.
How do we handle e-commerce and dropship orders where cards ship as single parcels?
Sleeve-only packing does not survive single-parcel networks. Specify either a rigid box format or a corrugated mailer with an internal die-cut retainer, and run the drop test on the actual mailer rather than the master carton. If a range is intended for both wholesale and direct-to-consumer channels, it is far cheaper to design the retail box to double as the shipper at the sampling stage than to add a second format later.
What evidence should we ask for at pre-shipment inspection?
Ask for photographs of the packed inner carton and master carton alongside the sealed golden sample, the carton markings, the desiccant placement in the container and the loading pattern, plus the reading on any humidity indicator placed at packing. That set of five items takes an inspector ten minutes and converts most future disputes into a factual comparison.
